The Scheme Authority.
The OpenPISP Scheme Authority is a non-commercial governance body. It maintains the protocol, operates the trust infrastructure, and arbitrates cross-PISP disputes.
It does not participate in payment flow, holds no funds, and takes no percentage of transactions. Its revenue comes from membership fees paid by licensed PISPs — a model designed to keep the governance function structurally separate from the commercial flow it oversees.
Detailed governance documents — bylaws, scheme rules, dispute-resolution procedures, and membership terms — will be published here as the Scheme Authority is formally constituted.
